Why this matters
Neighbours are the people closest to you in metres and furthest away in conversation.
What to do
Think of the neighbour you see most often and what is usually in their hands: bags, a pram, rubbish, a dog. Knock or catch them in the yard and offer one concrete thing for today: carry that up, take the bin out, water the plants while they are away. A general give me a shout if you need anything does not count — it is a polite form of nothing. If they refuse, ask when it would suit them and leave your number. Doing it once is easier than nodding in the lift for a year.
