Why this matters
A compliment to a stranger tests you, not them: can you say something good without a reason and expect nothing back.
What to do
Look for what the person chose, not how they look: an unusual coat colour, a scooter, the book in their hands, the patience with which they explain something to a child. Keep it short and specific: great colour on that coat is enough. Use a calm, level voice and let go immediately — do not wait for the conversation to develop, do not walk alongside. If they get flustered, smile and move on. Three times in a day, different places, different people.
